Emma Hudson, MPA MPH
Owner and Principal
Emma Hudson is the Owner and Principal of Carrick Strategies, LLC, a mission-driven communications and public affairs firm dedicated to helping values-based organizations succeed at the Capitol. With over a decade of state-level lobbying experience, Emma brings deep expertise in health care, business, and social justice policy, paired with a reputation for honesty, professionalism, and results.
Emma’s career has spanned nonprofits, government, and contract lobbying, allowing her to build a nuanced, inside-out understanding of policymaking. Before founding her firm, she served as Policy Director at the Wisconsin Alliance for Women’s Health and Director of Government and Community Relations at Alliance Colorado, advocating for policy change across states and sectors. Her work has consistently focused on elevating the voices of underrepresented communities and advancing legislation that supports equity and long-term impact.
At the heart of Emma’s approach is the belief that good policy starts with strong relationships and clear communication. She is known for her calm, proactive lobbying style, which blends storytelling, data visualization, and deep stakeholder engagement. She works closely with House and Senate Leadership and the Joint Budget Committee, positioning her clients’ policy goals early and strategically for maximum success.
Clients consistently praise Emma for her clarity, responsiveness, and steady leadership during high-stakes legislative sessions. Whether guiding a bill through the process, drafting advocacy messaging, or supporting internal strategy, Emma ensures that every client feels informed, prepared, and empowered.
Emma holds a Master of Public Affairs from the La Follette School of Public Affairs at the University of Wisconsin–Madison and a Master of Public Health from the University of Wisconsin School of Medicine and Public Health.
Outside of the Capitol, you’ll find Emma hiking, paddleboarding, or skiing in the Colorado mountains with her husband, their two daughters and dogs, or tending to their backyard chickens and vegetable garden in Denver.
Nathalie Clavette
Government Relations Associate
Nathalie Clavette is a Government Relations Associate at Carrick Strategies, LLC. She brings direct experience from both chambers of the Colorado General Assembly, serving as a Legislative Aide in the Colorado House of Representatives and as Senior Legislative Aide to Senator Lindsey Daugherty in the Colorado State Senate. In these roles, she conducted in-depth policy research and analysis, developed comprehensive bill summaries, and advised on legislative procedure. Nathalie coordinated closely with stakeholders, lobbyists, and drafters to shape legislation, and managed constituent outreach, committee preparation, and public events including town halls and press conferences.
Her background also includes campaign experience at the national level, where she served as a Field Organizer for the 2024 Harris-Walz presidential campaign. She successfully led Colorado’s virtual phone bank operations, driving more than 2.2 million voter contact calls across key battleground states. Her contributions to volunteer mobilization and data-driven organizing helped deliver one of the campaign’s highest field completion rates.
Nathalie holds a Bachelor of Science in Neuroscience from the University of Vermont, equipping her with strong analytical skills and a deep commitment to evidence-based policy development. She is motivated by the belief that the most effective solutions emerge from collaboration, honest dialogue, and grounding policy decisions in both credible data and lived experience.


Jennifer Corrigan
State Budget Subcontractor
Jennifer Corrigan is the President of Summit Public Affairs and a subcontractor with Carrick Strategies, specializing in state budget and fiscal policy. She has a strong record of accomplishments at the Colorado State Capitol, with particular expertise in navigating the Joint Budget Committee (JBC). Jennifer honed her skills as Legislative Liaison for one of Colorado’s most complex state departments and later as Government Affairs Director for the Colorado Children’s Campaign, where she advanced policies improving outcomes for children and families across the state.
Jennifer’s political career began in Washington, D.C., in 1996, where she worked on a wide range of health and human services issues. Since then, she has developed extensive state-level policy experience in both Texas and Colorado, and has also contributed to local-level policy work and successful statewide ballot measures. Her ability to build and maintain strong bipartisan relationships—particularly with members of the JBC—has positioned her as a trusted strategist on fiscal and policy matters.
Through Summit Policy Works, Jennifer provides consulting services to Carrick Strategies, leveraging her experience to help clients track, understand, and navigate the challenging budget process.
